The Women Accepted for Volunteer Emergency Service, also known as WAVES, was established in 1942 by the U.S. Congress. It was the women's branch of the United States Naval Reserve during World War II. Once created by Congress, the U.S. Navy was allowed to accept women into the Naval Reserve as commissioned officers and enlisted members for the duration of the war. This law paved the way for Public Law 689, which allowed women to serve in the Navy. The creation of the WAVES allowed men to work sea duty while the women replaced them in short establishments.
